It is all about the credit score: The now four-year long Great Recession has not only hammered credit scores, it has caused banking regulators to raise lending standards and shot down our most important source of growth and new jobs.
As much as I love actuaries, we have to be careful how we use them. Their profession is great at supplying us with answers -- often to the wrong questions. Ask an actuary what the chances are of a particular borrower repaying a particular loan, and they give you a credit score. Today, depending on this one number, the borrower gets it. Or more likely, not.
But every loan has at least one other component the actuaries ignore: The lender.
In my hometown in Central New York, a small regional bank was acquired by a bigger bank, which in turn was acquired by an even bigger bank. Soon after, defaults on loans from the original bank rose by 40 percent.
We have seen AIG, Lehman Brothers and others collapse, seemingly without notice from the actuaries. They were not wrong. They just were not looking.
I'm not saying we should get rid of the actuaries and all their credit scoring tools. But we do have to recognize that credit scores are just that: tools. They were always meant to be just a part of the way banks lent -- and recovered -- their money.
Every day I see people with lousy credit scores that are far more credit worthy than someone with a credit score much higher.
At the company I co-founded, we write bonds and issue working capital for smaller contractors doing government work. A year ago, Joe, a painting contractor, applied for a bond.
A bond, of course, is how a government agency guarantees that if the contractor cannot finish a job, the bonding agency will. The bonding company then can turn around and recover the money from the contractor. So it is really a line of credit, not an insurance policy.
Joe's credit score was 432: A medical emergency depleted his family's $200,000 medical insurance, and creditors were calling his house every day.
But for the last ten years, Joe had paid on time every payment for his house, car, electricity, taxes, everything. We checked. We knew he could do the painting job on time and under budget so we issued him a bond and working capital.
Contrast that to someone with a credit score of 790 -- but who does not work and has their bills paid by another person. That person is one heart attack away from losing their ability to repay any loan.
After we issued Joe his bond and working capital, our job was just beginning: We received the checks from his client, we paid his vendors, his employees, his taxes. The biggest risk on any business loan of this kind is the contractor using the money from one job to pay expenses on another.
We manage that risk every day for government jobs around the country.
This is what bankers used to do before before federal regulators turned them into box-checkers with no discretion.
Federal bureaucrats imposed these credit-starving regulations. They can take them away. Today.

The voice cast was great, James McAvoy was perfect for the character, Hugh Laurie was also was a well done choice as Steve, Jim Broadbent was good as the voice as Santa, and Bill Nighy was also a great choice for his role, what else can I say for voice actors other than I liked them. The animation was incredible, I could really tell they worked hard to make a beautiful Christmas film and it really payed off big time, I loved the beauty in this film. Arthur Christmas had some few problems that kept it from being a perfect Christmas film, but those were minor compared to the things that they got right that made it a great Christmas film and that will make it remembered for years to come.

On Sunday, three experienced skiers were killed by an avalanche in Washington state. They were with a group of 13 skiers in the back country just outside the resort area known as Stevens Pass. Pro skier Elise Saugstad, one of the survivors, told NBC's "Today Show" that, to survive, she used an avalanche safety device.
ELISE SAUGSTAD: Don't get me wrong. It's not like you're taking an inner tube ride down some snowy field. You definitely are in the avalanche and it feels like you're in, like, a washing machine and you're being flipped and tumbled and it's white the entire way. It's very scary.

CORNISH: We just heard from a skier, Elise Faugstad, who believes she was saved by this device. Explain to us what it looks like and how it works.
ABROMEIT: They're like airbags in a car and skiers and snowboarders wear them on their back. They're an integral part of their backpack. and if a person gets caught in an avalanche, it's got a ripcord like a skydiver has a ripcord for his parachute and they pull that and then it inflates an airbag that goes around the person's head, which protects their head and their neck, and then it provides floatation so the person stays on top of the avalanche debris. Then they can just ride down on the avalanche and, nine times out of 10, they're on the surface of the avalanche debris when it comes to rest.
CORNISH: How new is this technology and how widespread is its use?
ABROMEIT: It's actually been around for quite a while in Europe. In the U.S., it's relatively new and I would say the past two to three years, you know, it's become more and more popular and so the airbags are widely available.
CORNISH: Doug, can you talk a little bit about whether or not this has a high rate of survival? I mean, do these devices make a huge difference?
ABROMEIT: Well, I think that airbags definitely have a high rate of survival. I mean, they've worked extremely well in Europe and definitely, you know, at first glance, they're working very well in the U.S. But they are an imperfect panacea, I mean, because once a person pulls the ripcord and inflates their air device, that person is going to go exactly where the avalanche goes. If the avalanche goes over a cliff, the person's going to go over a cliff. If the avalanche hits a tree, the person's going to hit a tree.
So they're definitely a valuable device to carry and to use, but like I said, they're an imperfect panacea.

Elsewhere, PZP has been successfully demonstrated in trial programs for more than two decades. With its registration as a safe and effective product, ZonaStat-H will become more readily accessible as a management tool to control wild horse populations.
PZP was first used on wild horses in 1988 when a team led by Jay F. Kirkpatrick, Ph.D., the director of the Science and Conservation Center, began a pilot project on the famous wild ponies at Assateague Island National Seashore off the coast of Maryland. This project, which has been supported by The HSUS for more than 20 years, was so successful that the National Park Service began to utilize PZP as a population management tool in 1994.
?We have put a great deal of time, care and effort into the development of this vaccine, and official registration is a tribute to the many people and organizations that have put it to work to help wildlife over the past 24 years,? Kirkpatrick said.
?The contraceptive PZP has proven to be a perfect tool for managing the wild horse population of Assateague Island National Seashore ? safe, effective, and accepted by the public as an appropriate means of controlling fertility,? said Carl Zimmerman, former resource management specialist for Assateague Island National Seashore. ?We?re very fortunate to have a played a role in helping develop and test this ground-breaking technique.?
The successful use of this vaccine on Assateague Island led to the implementation of the current landmark study being conducted by The HSUS in partnership with the Bureau of Land Management and financed by a grant from the Annenberg Foundation. Increased use of PZP by the BLM could save taxpayers millions of dollars over the next decade.? ?
?The BLM is pleased to see this next step in the development of a PZP fertility control agent,? said Joan Guilfoyle, chief of the wild horse & burro division for the BLM. ?We?ve been working with partners to develop fertility control treatments since the late 1970s, and with HSUS, have supported PZP development since the 1990s. Senior citizens and others who don't have children in school often argue they should be exempt from paying school taxes because they don't benefit from the schools. But that's not true, argues Zachary Neal, sociologist and lead researcher on the study, which appears in the Journal of Urban Affairs.
"Those without kids in school are getting just as much benefit from public schools as those with kids and accordingly should be just as responsible for maintaining the schools," Neal said. "It's unfair for those without kids to benefit from public schools but not play a role in taking care of the schools."
While many communities offer various school-tax exemptions, those who don't have children in school routinely oppose paying any school taxes, Neal said. In Michigan, nearly half of the 505 school bond elections between 2000 and 2005 failed, according to a March 2010 study in the journal Educational Policy.
In their study, Neal and co-author Jennifer Watling Neal, assistant professor of psychology, analyzed the data from a Gallup survey of more than 20,000 people from 26 U.S. communities from Michigan to Florida to California. As part of the survey, participants were asked how satisfied they were with their communities and to rate the overall quality of their public schools.
The researchers found a strong relationship between those who were satisfied with their communities and quality schools. This finding was not affected by gender, age, race, employment status or whether the participant owned or rented a home or had children in school.
"We found that having quality public schools makes people more satisfied with their community regardless of whether they had kids in the schools or not," Neal said.
Neal said this is likely due to two major reasons:
- Public schools offer amenities to the entire community such as adult education courses, after-hours computer labs, workout facilities, auditorium space for churches and other groups, and more.
- Public schools have the more indirect benefit of promoting relationships among neighborhood residents. These relationships lead to issues getting solved such as broken streetlights, unplowed streets or crime problems that benefit everyone.
"I think it really boils down to seeing public schools as more than just schools," Neal said. "They're community institutions that have an educational mission first and foremost, but they also have these other benefits as well."

Thanks to a history-loving developer and the technology?s roots in Scandinavia, the name Bluetooth was born. This name was originally intended to be used only as a code name while the technology was still in development, but the name stuck and has been used by the company ever since.
Though initial development began in 1994, the idea of Bluetooth technology was officially unveiled and the Bluetooth Special Interest Group (SIG) was formed in September of 1998. The Bluetooth SIG is a group made up of the leading members of the telecommunications, network, and computing industries. The members of this group are responsible for the continuous growth and development of Bluetooth technology. In 1999, the first working versions of Bluetooth technology came on the market. At this time, however, the technology was still in its infancy, and it did not take off until a few years later.
In 2003, the Bluetooth SIG announced the complete overhaul of the Bluetooth Core Specification, and in 2004, Version 2.0 with Enhanced Data Rate (EDR) was introduced. This new version drastically increased the speed of data transfer, and it was what truly turned Bluetooth into a common household name. The introduction of Version 2.1 + EDR further revolutionized the technology by making it more secure and easy to use.
This new version also made the pairing of Bluetooth devices easier than ever before. In 2009, Bluetooth Version 3.0 + High Speed (HS) became available. Gems and all, I still really believe in this game! I feel like it?s a lot more balanced now, and both sides will have to adopt a more even playing field because of the combat. I mean, Street Fighter does have projectiles, which is true. However, what happens if a Tekken person dominates the match? That means that Street Fighter characters are going to have to get more accustomed to close combat. Not only that, there are different ways that Tekken characters can punish people that do a lot of projectile attacks. For example, Kuma does a kick that allows him evade fireballs. The parry system, the overall spacing, and more will definitely come into play with Street Fighter characters. I believe spacing will definitely be the advantage for Street Fighter characters because there are more long range attacks as well as anti-airs (Shoryuken, etc) to punish Tekken characters.
On the flipside, Tekken players need to learn how to fight against people with long range attacks as well as anti-airs. Tekken obviously has great jugglers. Street Fighter does not. This is one advantage to keep the Street Fighter characters in the air with a good cross assault, or get close in and start doing damage with combos and mix ups. This will provide an excellent offensive that will detract Street Fighter players from playing THEIR game!!
